  EXPERIENCE

1985 to 2013 COOK COUNTY ADULT PROBATION DEPARTMENT - CHICAGO, ILLINOIS - retired as of 30 August 2013. Assignments: Adult Probation Officer.
Felony caseloads, misdemeanor caseloads, Court Liaison Unit, Intensive Probation Supervision Unit, Gang Intervention Unit, Training Division, Senior Control Tactics Instructor, Firearms Instructor, Street Gang Instructor.

Previously supervised numerous caseloads of felony offenders on probation to ensure adherence to court issued mandates.

Conducted pretrial and presentense investigations, investigating criminal and social histories of defendants, reporting findings in written and verbal summary in court.

Assigned to the IPS (Intensive Probation Supervision) unit. Completed eligibility investigations to evaluate rehabilitation potential of high-risk offenders and made recommendations to judges regarding fitness to enter the program.

Developed supervision plans requiring five face-to-face contacts per week, and motor vehicle and residence searches.

Appeared in court as needed to present expert witness testimony on gang identification and activity.

Worked with the Gang Intervention Unit since its inception, and played an integral role in the development of the unit. Formerly in charge of a caseload of street gang members countywide as a Gang Specialist.

Previously responsible for the supervision of street gang members in the 11th (Filmore) Chicago Police District.

Worked directly with Chicago Police Department Gang Tactical Officers on a suppression team conducting residence searches and hot spot missions as part of the Police Probation Partnership Program.

Formerly assigned as the Probation Department's Field Services Training Specialist for all weapon carrying units.

Responsible for arranging and conducting all training for all weapon-carrying officers. Duties included ammunition research and ordering, control tactics equipment research and ordering, supervising and conducting annual firearms requalification / remedial firearms instruction / tactical firearms instruction (Primary Firearms Instructor) with applicable statistical analysis and documentation, pre-service and in-service control tactics instruction with applicable statistical analysis and documentation, and pre-service / in service street gang instruction.

*Certified by the Illinois Police Training and Standards Board as a law enforcement instructor in the following areas: shotgun, rifle (carbine, submachine gun, bolt action), revolver, semiautomatic pistol, control tactics, street gangs, and as field-training officer.

*Approved by the Wisconsin Department of Justice Law Enforcement Training and Standards Board as an instructor in street gang identification, awareness, and activity.
*FBI and NRA (NRA 1995 to 2008) Certified Law Enforcement Firearms Instructor.

*Scored 100% on FBI Firearms Instructor and Sniper/Observer written examinations, and scored 100% on the following FBI live fire qualification courses of fire: Firearms Instructor, SWAT, Shotgun, and Sniper/Observer.

*Certified Senior Control Tactics Instructor via the Police Safety System.

*First Cook County Adult Probation Officer to be given status of Senior Instructor by the Police Safety System.

*Author of "The Street Gang Identification Manual" (450 pages and in use world wide), "The Truth About Street Gangs", and "The 15 Minute Video Guide for the Identification of Street Gangs".

*First Cook County Adult Probation Officer to be qualified in court as an expert witness on street gang identification and activity.
*Conducted Gang Specialist Certification Courses for law enforcement and educational personnel from around The United States and Canada.

*CCAPD gang instructor for pre-service and in-service classes.

*Member of CCAPD speaker's bureau.
*Subject of letter by His Honor Thomas P. Durkin to all Cook County Criminal Court Judges on the use of tattoos in relation to gang affiliation for use in pretrial and presentense investigations and sentencing hearings.
